On Ira, a city in the sky, water is held sacred. Their only source of water is the rain below the clouds. Nova, a boy with the ability to predict the rain, is treasured on Ira, not only by the people, but by his caretaker, Hanabi. However, Nova always seems to be ill. Is it just the common cold or something more..?
